Motivation for this change
This is my first step in writing a derivation that goes from zero to native-on-native bootstrap-tools. The seeds are now gathered together in a single attrset (in a single file) and can be overridden by adding a
seeds = ...attribute toimport nixpkgs { ... }.This is part of #141448.
